There is no regional rule that makes every peptide prescription or nonprescription. The answer depends on identity, formulation, strength, route, pack, registration status, intended use, and each country's controlled-substance lists.
Individual import of a pharmaceutical product can require medical justification and a prescription. That exception does not make the product OTC; domestic status depends on the authorized Peruvian product and dispensing rules.
